Jimmy believes that everyone deserves access to quality, affordable health care. California is helping lead the nation by enrolling eligible individuals and families through the Affordable Care Act. Jimmy is committed to making the ACA even better by
lowering drug costs, improving access to care, and making sure the system works for every family and small business throughout the Central Coast. When it comes to the health of our seniors, Congress has work to do. As an Outreach Coordinator for Legal
Services for Seniors, Jimmy learned just how important it is to strengthen and protect Social Security and Medicare. Our seniors have earned a healthy and secure retirement, and no Washington special interests should be allowed to threaten their nest
eggs--and their peace of mind. Jimmy's goal is to support the reforms necessary to provide affordable health care to all and to establish a health care council, involving providers and consumers, in the district to advise on health care issues.

Opposes repealing the 2010 affordable care act.
Panetta opposes the PVS survey question on ObamaCare
The Project Vote Smart Voter Guide inferred how candidates would respond to the question, 'Health Care: Do you support repealing the 2010 Affordable Care Act ("Obamacare")?'
Project Vote Smart notes, "in response to the increasing unwillingness of candidates to answer issue questions, Project Vote Smart has researched Congressional candidates' public records to determine candidates' likely responses on certain key issues. These issue positions, from the year 2016, are provided [for candidates who] refused to provide voters with positions on key issues covered by the 2016 Political Courage Test, despite repeated requests. Historically, candidates have failed to complete our test due to the advice they receive from their parties and advisors and out of fear of negative attack ads."
