Tax code too complex; broaden base and lower rates
Our current tax code is too complex, inefficient and long overdue for reform. According to the National Taxpayers Union, the cost of tax preparation cost taxpayers and businesses an estimated $202.1 billion this past year, due to 6.1 billion hours in
labor lost complying with the tax code. I believe we must streamline our tax code, broaden our tax base and lower rates across the board. Making these changes will benefit the economy and protect hard-working South Dakota families from higher taxes.

Supports states collecting tax for online sales
I have been a longtime advocate for granting states the right to require that out-of-state businesses collect state sales taxes on purchases sold in South Dakota. I sponsored the Marketplace Fairness Act, which would give states the right to collect
the sales and use taxes from out-of-state businesses or online retailers. The loophole that treats out-of-state businesses and online retailers differently than physical businesses in our state creates a disadvantage for brick-and-mortar stores.

The nation's governors urge you to include state countercyclical funding as part of your legislation to stimulate the economy. This would include $6 billion in Medicaid assistance by freezing scheduled federal FMAP reductions and increasing all states' F
Congress approved $20 billion in assistance to states, including $10 billion in Medicaid and $10 billion in block grants. The governors' current stimulus proposal is essentially the same, with the exception that it is a total of $12 billion as opposed to $20 billion. This proposal can be enacted quickly, as there is precedent and it is timely, temporary and targeted.
Additionally, governors appreciate federal efforts to use tax policy to get additional money into the hands of consumers and businesses to stimulate the economy. When considering tax changes to spur economic growth, governors urge Congress and the Administration to follow the maxim of "Do no harm" by avoiding changes at the federal level that would diminish state tax revenues or force state actions that would undermine the effectiveness of federal efforts.
